摘要：
借鉴次国家行为体理论、结合河北省内、外部能源形势变化趋势,可知,河北省新能源对外合作主要存在合作领域较有限,合作模式单一,政府职能机构级别较低,业务较分散等问题;深化河北省新能源对外合作应从以下方面入手:政府大力支持;丰富对外合作模式,推动对外合作在多层次、广领域展开;总结合作对象的区位特点,理顺对外合作关系;加强政府机构内部协调,改革能源管理机制等等。
Abstract：
The writers concentrate on the inner and outer energy trends of Hebei province with the sub-state theory.Judging from the limited international cooperations,measures are offered to take to strengthen the governmental support,enrich the cooperative mode,adapt to potential counterparts,and reform the energy management.
