Optimized relationships between public and private economies in China
摘要/Abstract
当代中国公共经济、民间经济及其关系中存在着大量问题,如,公共经济存在缺位、越位与失衡现象;民间经济遭受发展环境与自身竞争能力双重约束;公共经济与民间经济之间互动和相互支持力度不够。产生这些问题的原因,与中国现阶段生产力水平整体不高且不平衡、公共经济体制的不健全、转型期政府职能的伸缩、传统产权制度的弊端等有关。解决这些问题的现实路径就是要定位公共经济与民间经济的发展空间,完善经济调整机制,规范产权关系,营造和谐的发展环境。
Problems exist between public and private economies in modern China,such as absence,offside and imbalance of the public economy and dual constraints of inferior environment and competitiveness of the private economy.All this is caused by the low and unbalanced productivity,inefficient public economic system,improper governmental functions during social transformation,and the traditional property right system.Strategies are proposed for the development of public and private economies in relation to the effective mechanisms,regulations and environmental harmony.
