The control of il legal salt trading by the northen government
摘要/Abstract
摘要：
北洋政府时期,长芦硝私为长芦盐区种类众多的私盐中的大宗,对当时引岸专商制下官盐的销售造成了很大冲击。为此,北洋政府动用了行政、法律、武力、说服引导等手段来治理硝私。经过治理,硝私泛滥程度虽然得到一定遏制,但远远未能根绝。长芦硝私屡禁不止的原因很多,但在当时社会条件下,农村、农民的极端贫困与谋生乏术可以说是硝私难于根治的一个根本原因。
Abstract：
The illegal salt trading of Changlu is the most serious during the northen government.Consequently,this brings about attacks to the official salt industry.The reason is that the farmers live in extreme poverty.The northern government uses administrative,legal,military and other means to control the illegal salt trading.
