On the rural conflicts after the tax reform
摘要/Abstract
摘要：
农村土地纠纷已经取代税费争议而成为当前影响农村社会稳定和发展的首要问题,由其引起的农村社会矛盾和冲突呈现出新的特点。目前我国实施的冲突解决机制无法从制度救济上遏制因土地纠纷而引发的农村群体性事件的发生,这就需要我们为其提供一个能合理分流各种纠纷并能促进各种解决路径的协调与衔接的纠纷解决机制。例如:完善农村土地纠纷调解、仲裁、信访制度,建立健全农村法律援助机制等。
Abstract：
Land disputes have become the primary problem affecting the social stability and development in rural areas.The current resolution fails to prevent the mass riots that result from land disputes.So,this paper attempts to discuss a potential coordination mechamism that may eventually lead to the settlement,such as,mediation,arbitration,petition and legal procedures.
