On the Party's creative theory of the social relief since 1990s
摘要/Abstract
摘要：
九十年来,中国共产党社会救助理论创新的经验主要有:在社会救助工作目标的定位上,以人为本,坚持生命第一的原则;在社会救助主体的认定上,坚持政府与社会协同联动原则;针对社会救助客体的复杂情况,提出因类、因人而异的区别对待原则;在处理社会救助与经济、社会政策的关系上,坚持统筹兼顾、适当安排的原则;在社会救助理论创新的具体过程中,坚持实事求是、与时俱进的原则。同时,中国共产党坚持把发展生产作为第一要务,为社会救助奠定坚实的物质基础。
Abstract：
The creative thoery of the CPC's social relief features in the man-centered saving of life as priority,joint efforts of the government with societies,peculiarized individuals as targets,and flexible strategies.At the meanwhile,the CPC persists in the development of production as the top priority,which lays a material basis for the sound social relief work.
