On the reluctance of transfer from counties to cities
摘要/Abstract
摘要：
通过对大量农村进城人口转户意愿的问卷调查,发现其转户意愿不高。从农村人口自身转户能力、农村拉力、城镇吸引力三方面分析,可知在统筹城乡发展以及中小城市户籍障碍日趋削弱的情况下,经济融入能力、农村经济快速发展形成的拉力、转户后对放弃农村各种利益的顾虑、城镇较弱的就业吸引力等经济因素是当前农村进城人口转户意愿不高的主要原因。因此,要增强城镇对农村进城人口的吸引力,提高城镇化水平,就应提高中小城市的就业吸纳力;增加农村进城人口的融入能力;处理好农转非过程中的各种利益关系;落实同城同待遇等等。
Abstract：
A questionnaire is done over the willingness of transfer for the rural population who yield obvious reluctance.A tri-folded analysis is performed of the self-transferring ability,rural potentials,and township attraction.It is found out that the economic strength or the attraction of the urban economy decreases,which results in the reluctance of the rural population to transfer to ciities.Countermeasures are proposed.
