The sick and social welfares in Han dynasty
摘要/Abstract
摘要：
汉代"癃"的含义有六种:衰老病弱和衰老病弱的人、手足不便、驼背、废疾、已成丁而身材矮小者和小便不利。可以归纳为两类:衰老病弱者和残疾人。汉代继承了秦律减轻对残疾人处罚的精神,并扩大了对残疾人的优恤,给予免除本人和家属徭役、赐物等照顾。汉代思想家和政论家们将癃病的发生和国家治乱联系起来,救助癃者是汉代"仁政"和"德治"的表现,也是残疾人福利的重要内容。
Abstract：
The sick here refers to the frail seniors with physical disabilities and frailties.The laws of Qin are inherited by the Han dynasty in salvation of the disabled,free from severe punishment and hard labor.
