The resources commission is in charge of heavy industry of Nanjing national government before the anti-Japanese war. Majority of the leadership have an experience of studying overseas, with Weng Wenhao as an example. They make great contributions to the wartime economic construction, in particular, the heavy industry. A large number of coastal industrial and mining enterprises are moved inland, to ensure a lasting supply of war fares and change the Chinese industrial structures. More important, with advanced knowledge, they develop tungsten, antimony, petroleum, electric power, strategic materials and framework of Chinese modern industry.
