On the social conditions of existence and operation of the social authority

摘要：
任何权力的存在与运行都是有条件的,作为相对国家、个人而存在的社会权力也不例外,其正常存在与正常运行也必须具备相应的社会基础。人类社会发展的实践证明,社会权力得以存在与健康运行的社会条件就是市场经济、民主法治和多元的文化。
Abstract：
Any power that exists and operates has conditions.This is the case with social authority on which a state or individuals depend.The development of human society has proved that the social basis of the social authority comprises in market economy, constitutional democracy and cultural diversity.
