On the legality of charges for publications of academic journals

摘要：
学术期刊收取版面费是客观现实的产物。整体看来,期刊收取版面费属于合理合法的收费。从现有规定看,有关法规政策文件支持期刊收取论文版面费,《著作权法》不构成否定“版面费”的依据;就事务的本质而言,是否收取版面费完全属于期刊出版部门自主办刊范畴内的事务;就法律性质而言,收、交版面费属于期刊出版部门与作者双方意思表示一致而达成的合约行为;从科研流程来看,学术期刊充任着科研信息载体的作用,收取版面费符合有偿服务的原则。
Abstract：
It is legal that academic journals charge for publications,by the current regulations and provisions. Copyright law does not deny any charges for publications.The charges for publications only involve two parties,i.e.,the authors and journals,as in a transaction by agreement.And academic journals act as carrier of information,so it is a compensation for the services by the journals.
