Power and trust:a social survey of Chinese rural society
摘要/Abstract
中国农村社会事实上存在着两种秩序和力量:一种是官制秩序或国家力量;另一种是乡土秩序或民间力量。但是,由于缺乏行政隶属关系,实际上前者的这种垂直权力结构在乡村社会是根本不存在的,取而代之的是一种垂直与平行相交的权力结构,即包括街头官僚、乡村精英、权威人物、能人等几种权力主体的模式。在这种权力结构模式下,虽然他们处于中国权力体系的最末端,但是却在基层政府与民众之间搭起了一座通向信任的“桥梁”。因为他们掌握了其他政府组织或群体所不具备的获取村民信任的特殊资源———能力、威信和依附。在这种权力结构与信任资源获取方式共同影响下,中国乡村社会中“权力-信任”关系也表现出“强权力-强信任”、“强权力-弱信任”、“弱权力-强信任”和“弱权力-弱信任”四种特征。
Chinese rural society has two orders or forces,namely,the official order or national force, and ethnic order or rural force.Due to the direct administrative leadership,the vertical rural power structure does not exist,so a horizontal power structure takes its root with rural genteels,authorities,and ables. They form a bridge of trust between the base government and rural dwellers,and they possess the special resources,i.e.,capability,and authority.In another word,the rural power-trust structure varies from strong power-strong trust,strong power-weaker trust,weaker power-strong trust,to weaker powerweaker trust.
