The Nature of the Second Plenary Session of the Seventh Central Committee of the Communist Party of China: Its Significance as a “Turning Point in History”
摘要/Abstract
毛泽东指出，中共七届二中全会“按其性质来说就是一次党的代表会议”。有学者为了提高这次全会的历史地位，将其解读为一次特殊形式的党的全国代表会议，这是值得商榷的。因为根据中共七大通过的《中国共产党党章》，从党的组织系统及其职权来看，党的全国代表会议实为中央委员会的下级机关，中央全会本身就是一种党的代表会议的组织形式。中共七届二中全会的重要历史地位，不是体现在作为党的代表会议的性质上，而是体现在作为“历史转变点”的党的工作重心转移上。
Mao Zedong pointed out that, “in terms of its nature,” the Second Plenary Session of the Seventh Central Committee of the Communist Party of China (CPC) was “a Party congress.” Some scholars, seeking to elevate the historical status of this plenary session, have interpreted it as a special form of the CPC National Congress.This interpretation, however, is open to question.According to the Constitution of the Communist Party of China adopted at the Seventh National Congress of the CPC, the National Congress of the Party, in terms of the Party’s organizational system and the distribution of powers and responsibilities, is in fact a subordinate body of the Central Committee, whereas a plenary session of the Central Committee itself constitutes an organizational form of the Party congress.The major historical significance of the Second Plenary Session of the Seventh Central Committee therefore does not lie in its nature as a Party congress, but rather in the shift in the Party’s central focus of work, which marks a “turning point in history”.
