宋代土地地权流转中的中央与地方之间的利益博弈

The Interplay of Central and Local Interests in Land Rights Transfers during the Song Dynasty

摘要:

在宋代土地的经营和管理中,政府一直处于主导地位。不管是改变国有土地的经营方式即从国家自主经营转变为租佃经营,还是鬻卖国有土地,国家的考量只有一个,那就是“获利”。宋代出台的各种土地政策,促使地权各种形式的流转,无不是围绕着这一目的而展开。就财政分配而言,从北宋到南宋,中央与地方之间的利益博弈一直存在。北宋初期地方州州县县有蓄积,上供有“常数”,后来尤其是王安石变法之后,地方的财政支配权逐步被收紧。在土地的地权流转中,中央关心的不是地权属于谁的问题,而是财赋最终流向哪里的问题。所以,中央一方面奉行“不抑兼并”的土地政策,让土地地权流转起来;另一方面,又不断打破“常制”,将地方财赋收归中央,从而进一步强化财政集权。

Abstract:

In the management and administration of land during the Song Dynasty(960-1279),thegovernment consistently played a dominant mole.Whether through altering the operationa modes of state-ownedland—shifting from direct state management to tenant famming—or through the sale of state-owned land,thestate's primary consideration was profit.Vanious land policies introduced during the Song Dynasty faciliatedthe transfer of land rights in multiple forms,all of which were driven by this objective.In tems of fiscaldistribution,a continuous interplay of interests existed between the central and local governments from theNorthern to the Southern Song Dynasty.In the early Northern Song Dynasty,local govemments maintainedaccumulated reserves,and the annual tribute quota to the central govemment was a fixed amount.However,particulary after the reforms of Wang Anshi(王安石),the fiscal autonomy of local governments was graduallycurtailed.In the context of land rights transfers,the central government's concern was not who held the landrights,but rather the ultimate destination of fiscal revenues.Consequently,the central government pursued aland policy of“not restraining land annexation”to encourage the circulation of land rights,whilesimultaneously breaking established norms to centralizelocal revenues,thereby reinforcing fiscal centralization.
