The reform of functional responsibilities plays a significant role in deepening administrativesystem restructuring and optimizing governmental functions,with reform policies serving as a proactive guide topractice.Local government policies on functional responsibility reform have evolved through distinctdevelopmental stages,each characterized by specific features.An analysis of reform policies in Hebei Provincereveals that the quantitative trend of policy issuance adheres to the S-shaped curve of public policy diffusion.Interms of policy formulation body,the General Office of the Government and individual government departmentswere the primary issuing bodies,with inter-agency joint documents being relatively limited.Notices andannouncements constituted the predominant forms of policy documents.The formulation of policy has progressedthrough four phases:initial exploration,sustained advancement,targeted devolution of functionalresponsibilities,and innovative coordination.Key characteristics of this evolution include incrementaladvancement,a dual emphasis on devolution and assumption of responsibilities,implementation in accordancewith legal and regulatory frameworks,targeted devolution and assumption of responsibilities,and strengthenedoversight of functional responsibilities.Under the guidance of these policies,substantial progress has beenachieved in local functional responsibility reform;however,several challenges persist.In the future,greateremphasis should be placed on collaborative governance involving multiple stakeholders,enhancing theeffectiveness of responsibility assumption,leveraging technology to enable refom,and continuously improvingreclamation mechanisms to foster high-quality development in the reform of functional responsibilities.
