Whole-Process People’s Democracy under Chinese Modernization: Structural Framework, Participatory Roles, and Governance Goals
摘要/Abstract
全过程人民民主作为中国式现代化的本质要求，是实现社会主义现代化强国这一目标的必由之路。从结构体系、主体定位与功能目标三个维度对全过程人民民主做全景式解读，有助于把握中国特色社会主义民主政治的基本形态、运作过程和核心要旨。从结构体系上看，全链条、全方位、全覆盖构成了纵横立体的“全过程”民主架构；从主体定位上看，全过程人民民主通过对“人民”概念的具体性规定，基于社会主义民主的人民特性，实现了“人民在场”对西式民主的实践超越；从功能目标上看，通过科学有效的制度设计，全过程人民民主确保了公权力与人民意志的一致性，最终目标是将民主制度的优势转化为国家治理效能。
As an essential requirement of Chinese modernization, whole-process people’s democracy is a necessary pathway toward realizing the goal of a modern socialist China. A comprehensive interpretation of this democratic model—from the dimensions of structural framework, participatory roles, and governance goals—helps elucidate the foundational archetypes, operational processes, and core principles of socialist democracy with Chinese characteristics.Structurally, whole-process democracy operates as an integrated, multi-tiered system enabling end-to-end, all-inclusive, and fully comprehensive participation. In terms of participatory roles, it transcends Western democratic practices by concretely defining the concept of “the people” and ensuring their substantive presence, grounded in the people-centric nature of socialist democracy. In terms of governance goals, through scientifically designed institutional mechanisms, whole-process people’s democracy guarantees the alignment of public power with the people’s will, ultimately transforming the institutional advantages of democracy into effective state governance.
