新质生产力布局下京津冀地区产业协同发展研究

Collaborative Development of Industries in the Beijing-Tianjin-Hebei Region under the Influence of New Quality Productive Forces

摘要:

新质生产力能够推动产业转型升级,是促进区域产业协同发展的新动能。京津冀协同发展十年来,已经成为我国北方经济增长的重要增长极,但相比长三角、珠三角等地区在产业协同发展方面仍有较大差距。通过对已有研究成果的梳理以及京津冀产业协同发展现状的分析发现,其协同创新体系不完善、比较优势发挥不充分、技术成果转化率低及体制机制不健全制约了京津冀产业进一步协同发展。针对以上问题,基于生产力三要素视角提出四条新途径——把雄安新区打造成为三地产业发展的“火车头”,把比较优势作为产业协同发展的“黏合剂”,把科技创新作为产业深度转型的“加速器”,通过深化体制机制改革为新质生产力发展注入“新引擎”,以期为新发展阶段区域产业进一步协同发展提供理论支撑。

Abstract:

New quality productive forces play a pivotal role in driving industrial transformation and upgrading, serving as a key driver for the coordinated development of regional industries. Over the past decade, the Beijing-Tianjin-Hebei region has emerged as an important economic growth hub in northern China. However, significant disparities still exist in the region’s industrial coordination when compared to other major economic zones such as the Yangtze River Delta and Pearl River Delta. By reviewing existing research and analyzing the current state of industrial coordination within the Beijing-Tianjin-Hebei region, this study identifies several key constraints: an underdeveloped collaborative innovation system, insufficient comparative advantages, low conversion rates of technological achievements, and inadequate institutional frameworks. To address these challenges, this paper proposes four strategic pathways to enhance industrial coordination in the region: (1) leveraging the Xiong’an New Area as a “locomotive” for growth; (2) using comparative advantages as a “binder” to unite regional industries; (3) positioning technological innovation as an “accelerator” for deeper industrial transformation; and (4) reforming institutional mechanisms to inject “new engines” into the development of new quality productive forces. These strategies aim to provide theoretical support for the continued coordinated development of regional industries in the new development phase.
