协同治理视角下“五社联动”的实践反思与优化进路

The Coordination of Five Social Forces through the Lens of Collaborative Governance: Practice Reflection and Optimization Approaches

摘要:

“五社联动”是新时代社区治理改革的一项创新性实践探索,对于整合社区资源、重塑社区治理生态及激发社区参与动力具有重要意义。“五社联动”是构建社会治理共同体的有效引擎,是促进城市基层社会治理体系和能力现代化的重要路径。通过对江苏省苏州 市社区治理实践案例分析并考察“五社联动”社区治理模式的改革做法后发现,基层社区治理现实中仍存在诸多问题,其中包括面临联动主体合法性困境、价值契合度低等诸多现实难题。在此基础上,基于协同治理理论,从联动主体、联动理念、联动资源、联动平台与 联动机制五个方面提出完善“五社联动”的路径选择,从而为构建共建共治共享的社会治理共同体,促进社区治理体系和能力现代化提供案例阐释和治理对策。

Abstract:

The “Coordination of Five Social Forces” represents an innovative approach to community governance reform in the contemporary era. It is critical for integrating community resources, reshaping governance ecosystems, and fostering community participation. This framework serves as a catalyst for developing robust social governance communities and enhancing the capabilities of urban grassroots governance systems. Through a case study of Suzhou City, Jiangsu Province, this study investigates the implementation of the “Coordination of Five Social Forces” model in community governance. Practical challenges are identified,such as legitimacy plight of coordination stakeholders and insufficient alignment of core values.Applying collaborative governance theory, this paper proposes strategies to enhance the “Coordination of Five Social Forces.” It addresses five key aspects: stakeholders, concepts, resources, platforms, and mechanisms. This analysis provides case studies and governance recommendations for developing a social governance community characterized by co-construction, co-governance, and shared benefits. The ultimate goal is to advance the modernization of community governance systems and capabilities.
