从新经济地理学视角看京津冀协同发展

摘要:

京津冀协同发展作为重大国家战略,是拉动全国经济发展的一大重要引擎,有序疏解非首都功能无疑是京津冀协同发展的战略核心和重中之重。以往的研究视角大多围绕北京展开讨论,忽略了对周边中小城市的承载力和吸引力的分析。以新经济地理学为视角,可 以结合ABM构建一个基于垄断竞争、集聚与规模经济、交通成本、市场一体化的多区域空间分析框架。通过政策模拟不难发下如下四点:第一,中小城市基础设施的改善有利于疏解,但存在“门槛效应”,跨过“门槛”才能实现有效疏解;第二,提高中小城市与中心城市 之间的交通连通性,能够进一步提升疏解效果;第三,通过创新提升本地产品的多样化和差异化多样程度,并建立市场的开放制度,通过企业进入与退出的市场竞争机制,实现高质量的疏解与集聚;第四,通过企业和人才补贴,可以短期内提升中小城市的市场规模,促 进企业和人口的流动。

Abstract:

The coordinated development of Beijing-Tianjin-Hebei, a pivotal national strategy, plays a crucial role in driving China’s economic growth. A strategic priority within this framework is the systematic redistribution of non- essential functions from Beijing, forming the core of regional development efforts. Previous studies have predominantly focused on Beijing, overlooking surrounding cities. This paper, employing principles from new economic geography, integrates Agent-Based Modeling (ABM) to establish a multi-regional spatial analysis framework. Key factors analyzed include monopolistic competition, agglomeration effects, scale economies, transportation costs, and market integration. The study reveals several significant findings. Firstly, infrastructure improvements in medium and small cities facilitate the relocation process, albeit subject to a “threshold effect” that necessitates surpassing specific developmental milestones for effective relief. Secondly, enhancing transportation connectivity between medium/small cities and the central metropolis enhances relocation efficiency. Thirdly, fostering innovation to diversify local products and establishing an open market system promotes high-quality relocation and agglomeration through competitive market mechanisms. Lastly, temporary subsidies to enterprises and talents stimulate market expansion in medium and small cities, encouraging the flow of businesses and population.
