“日常运动”与“运动日常”——山西新生活运动的双重面向

“Movement of Daily Life” and “Mobilized Daily Routine ”:The DoubleFaced New Life Movement in Shanxi

摘要:

20世纪上半叶,中国社会迫切的民族危机和现代化压力深刻形塑着基层社会的治理发展格局。为适应新的发展形势与要求,接受赶超式发展理念指导、依靠国家权力改造社会与个人的运动式治理成为更具吸引力的治理路径选择。作为运动式治理的典型缩影,20世纪30年代的山西新生活运动同时呈现出“日常运动”与“运动日常”的双重面向。前者指向治理范围与对象的“日常化”,表现为涵盖各类社会成员日常生活的“生活革命”面貌;后者指向治理策略与机制的“运动化”,试图构建广泛社会力量“有为而治”的治理图景。然而,由于治理目标设定过高、治理主体革命意志不足、缺乏牢靠的组织基础及其有力的社会动员与治理能力,山西新生活运动在推行中逐渐扭曲失真,反而给民众生活造成困扰。山西新生活运动建立合理有序的现代生活、塑造现代国民的愿景终于破灭。

Abstract:

In the first half of the 20th century, the urgent national crisis and the modernization pressure in China have profoundly shaped the governance and development pattern of the grassroots society. In order to adapt to the new situation and meet the new requirements for development, mobilized governance, which is guided by catchup theories of development and reforms society and individuals with state power, has become a more inviting choice of governance. As a typical microcosm of mobilized governance, the New Life Movement in Shanxi Province in the 1930s showed two aspects at the same time. It was both the “movement of daily life” and the “mobilized daily routine.” The former refers to the extension of the scope and objects of governance to daily life, which was manifested as a “life revolution,” covering the daily lives of various social members; the latter was manifested as the “mobilization” of social governance strategies and mechanisms, trying to mobilize a wide range of social forces to build a landscape of “active governance.” However, for some reasons, such as too high governance goals, insufficient revolutionary will of the governors and participants, lack of a firm organizational foundation and strong relevant social mobilization and governance capabilities, the New Life Movement in Shanxi Province was gradually distorted in its implementation, which caused troubles to people’s lives instead. Its vision of leading a reasonable and orderly modern life and cultivating modern citizens was finally shattered.
