Communication Between the CPC and the Mass in the Past Century and Future Pathways: A Functional Perspective

党群沟通是中国共产党通过多元的形式和渠道,向群众传达方针政策,并接收群众的所思所想,以实现党的政治目标的行为,是贯彻马克思主义群众观和践行党的群众路线的生动体现。中国共产党成立百年来,完成了由革命党向执政党的转变,这就决定了党群沟通在革命、建设、改革开放新时期和新时代分别发挥了凝聚革命力量、稳固意识形态、整合多元利益和引领民主治理的不同功能。党的十八大后随着社会主要矛盾和社会主要形势的变化,完善新时代下的新型党群沟通功能,应该在深入基层社会调研、增强互动机制建设、发挥新媒体沟通优势和强化制度化沟通渠道上下功夫。

Abstract:

The communication between the Communist Party of China (CPC) and the mass is the activities of the CPC to convey the principles and policies to the mass through various forms and channels, and to receive what the mass think, so as to realize the Party’s political goals. It is a vivid embodiment of the Marxist mass view and the Party’s mass line. In the past hundred years since its establishment, the CPC has completed the transformation from a revolutionary party to a ruling party, which determines that the communication between the Party and the mass has played different roles in different periods. It united the revolutionary forces in the Revolutionary Period (19211949), stabilized ideology in the Construction Period (19491979), reconciled diverse interests in the Reform and Openingup (19792012), and guided the way for democratic governance in the New Era (2012present). After the 18th National Congress of the CPC, with the changes of major social contradictions and social situations, to build a new type of communication between the Party and the mass in the new era, efforts should be made to go down to the grassroots level to do social research, to strengthen the interactive mechanism, to give full play to the advantages of new media communication, and to enhance the institutionalized communication channels.
