古代文献视域下的哈德良巡视与罗马帝国行省治理

Hadrian’s Inspections and Provincial Governance of Roman Empire from the Perspective of Ancient Literature

摘要:

公元二世纪罗马国力达到鼎盛并进入帝国发展的黄金时代,也恰在此时作为五贤帝之一的哈德良采用了截然不同于前人的统治方式。在其统治的二十余年中,哈德良有一半时间在各行省的巡视中度过,这种新颖的治理手段从古典时代开始便吸引了大量传记作家的关注与讨论,并成为现代史学界研究罗马帝国早期行省治理的重要参考资料。尽管传世文献多将哈德良行省之旅归结为个人性格特质的产物,但通过对文献中强化边防、平息地方矛盾、整肃军纪、给予到访地区各类恩惠等治理细节的还原,在一定程度上印证了现代学者关于哈德良行省巡视的部分假设,即皇帝的行省巡视加强了地方与帝国政府的沟通,是一种地方治理的新模式。此外古典作家带有明显立场倾向性的叙事,也从史料角度揭示罗马皇帝与帝国元老阶层之间存在的斗争与矛盾。

Abstract:

In the second century, the Roman Empire was at its peak of power and reached its imperial golden age. Hadrian, as one of the Five Virtuous Emperors, adopted a completely different ruling style from his predecessors. During his more than 20 years of ruling, Hadrian spent half of his time in inspection tours to various provinces. This novel way of governance has attracted the attention and discussion of a large number of biographers since the classical era, and has become an important reference for modern historians to study the early Roman provincial governance. Although many historical documents attribute Hadrian’s trips to the provinces to his personal character, the restoration of the governance details in the documents, such as strengthening border defense, quelling local conflicts, cracking down on lax military discipline, and giving various favors to the visited areas, confirms some assumptions of modern scholars about Hadrian’s provincial inspections to a certain extent. The emperor’s provincial inspections strengthened the communication between local and imperial governments, which made a new mode of local governance. In addition, the narrative of classical writers with obvious stand tendency also reveals the struggles and contradictions between the Roman emperors and the imperial elders from the perspective of historical materials.
