古巴特色的卫生外交及启示——以埃博拉疫情为例

Health Diplomacy with Cuban Characteristics and Its Enlightenment —Taking the Ebola Epidemic as an Example

摘要:

古巴从1960年以来将卫生外交作为国家对外政策的优先发展领域,带动了国内医疗体制改革和经济发展,为地区乃至全球公共卫生治理作出了巨大贡献。古巴卫生外交早期阶段主要以周边国家和社会主义国家为援助对象,大力践行国际主义理念,到20世纪七八十年代,其范围及手段开始逐渐扩展。冷战后,古巴卫生外交进入深化发展阶段,推行务实的多元化政策,特别是劳尔·卡斯特罗主政后强化卫生外交的经济功能,更新对外医疗援助内容和手段,致力于发展全面而持续的健康计划。古巴在西非埃博拉疫情期间积极响应世界卫生组织号召,优先使用医疗人力资源,针对性地培训援助人员,重建和改善受援国的卫生医疗体系,重视预防工作,提倡多边卫生治理合作框架,大力开展卫生外交。60年间古巴形成了独具特色的卫生外交模式,为世界其他国家制定本国的国际卫生战略提供了重要的经验,对于我国卫生外交的开展具有一定的启示意义。

Abstract:

Since 1960,Cuba has made health diplomacy a priority development area in its foreign policy, which has spurred the reform of the domestic medical system and economic development, and made great contributions to regional and even global public health governance. In the early stage of Cuba’s health diplomacy, it mainly targeted neighboring countries and socialist countries as aids country, and made a striking example of the concept of internationalism. Its scope and means began to expand gradually in the 1970s and 1980s. After the Cold War, Cuba’s health diplomacy entered a stage of deepening development, carrying out a pragmatic and diversified policy, especially after Raul Castro’s administration strengthened the economic function of health diplomacy, continuously updated the content and means of foreign medical assistance, and committed to developing a comprehensive and sustainable health plan. During the Ebola outbreak in West Africa, Cuba actively responded to the call of the World Health Organization, and vigorously carried out its health diplomacy. They gave priority to the use of medical human resources, trained aid workers in a targeted manner, rebuilt and improved the health care system of recipient countries, attaching importance to prevention, and advocating a multilateral framework for cooperation in health governance. In the past 60 years, Cuba has formed its unique health diplomacy model, which has provided experience for other countries to formulate their own international health strategies. It is also of reference for the development of China’s health diplomacy.
