On the Green Collaborative Governance Network of Beijing-Tianjin-Hebei Eco-social System Based on CAS
摘要/Abstract
和单一政府主导生态治理模式不同，生态—社会系统协同绿色治理网络框架是针对京津冀区域内部社会、经济与环境之间的复杂性，将社会生态系统分析框架引入京津冀绿色治理体系，通过构建政策—经济—社会—环境网络来推动绿色治理协同发展，提高京津冀跨区域环境协同治理的效率。构建京津冀政府组织—市场产业组织—社会公众组织—环境系统四者协同发展的环境协同绿色治理系统，可以促进京津冀生态化发展，从根本上解决京津冀跨区域环境协同治理过程中的各方适应与协调问题。
Different from the pure government-led ecological governance model, the eco-social system collaborative green governance network framework is targeted at the complexity among the society, economy and environment in Beijing-Tianjin-Hebei region. The social ecosystem analysis framework is introduced into Beijing-Tianjin-Hebei green governance system, thus constructing a network of policy, economy, society, and environment, to promote the coordinated development of green governance and improve the efficiency of cross-regional environmental collaborative governance. An environmental collaborative green governance system of Beijing-Tianjin-Hebei government organization, market industry organization, social public organization and environmental system is constructed to promote the ecological development of Beijing-Tianjin-Hebei and fundamentally solve the adaptation and coordination problems of all parties in the process of cross-regional environmental collaborative governance.
