In Xibaipo, the CPC is faced with a great change of events from country to city, war to peace, and revolution to construction, as the revolutionary progress rapidly sweeps in battlefields, land reforms, Party correction, industrial and commercial policies, unified front lines and the like. Meanwhile, problems arise. Therefore, measures have been taken to strengthen the political authority and disciplines, complete the administerial mechanisms, and get well prepared for the national administration by the CPC upon the victory of the new democratic revolution.
