培养抑或用工:我国高校博士后制度的现实与反思--[在线阅读]

摘要
一直以来,我国高校博士后制度被视为具有培养和用工的功能诉求。在这种定位之下,尽管学术成果取得了重要的进步,但是博士后的培养机制与用工机制却并未产生同步的积极效果,反而导致了人才培养的形式化与博士后用工的肆意扩张等现实问题,使得培养和用工的定位相互消解,不利于博士后的职业发展,更未能促进用工体制改革的公平正义。我国高校博士后制度是在借鉴美国经验的基础上发展起来的,分析中美两国在高校晋升体制、劳动标准适用和博士后管理方式上的差异,能够给我国在博士后培养和用工的实现方式上提供有力的借鉴。在当前高校博士后制度框架下,我国应当明确劳动用工的定位,淡化人才培养的形式化设计,在多样化用工需求和实际工作中建立符合博士后职业发展的用工机制,并同时促进高校用工体制的改革。

Education or Employment: Reality of and Reflections on Postdoctoral System in Chinese Universities

Abstract:
For a long time, the postdoctoral system in Chinese universities has been regarded as having the function of both education and employment. Thus, although big progress has been made in academic achievements, the postdoctoral education mechanism and employment mechanism have not produced corresponding positive effects. On the contrary, they have led to the formalization of personnel education and the wanton expansion of postdoctoral employment and other practical problems. The two functions actually took the edge off each other, which was not conducive to the post-doctoral professional development, and also failed to promote fairness and justice in the reform of the employment system. China's postdoctoral system has been developed on the basis of the experience of the United States. Analyzing the differences in the promotion system, application of labor standards and post-doctoral management between China and the United States could provide reference for China in its postdoctoral education and employment. Under the current postdoctoral system, China should highlight the function of labor employment, avoid the impractical design of personnel education, establish an employment mechanism that meets the needs of the diversified postdoctoral career development, and at the same time promote the reform of the employment system in universities.
