政治博弈视角下美国联邦非法移民教育政策的发展--[在线阅读]

摘要
随着特朗普政府一系列反移民政策的出台,美国联邦非法移民教育政策问题再次成为热议的话题。这个问题在美国历史发展中形成,并突显出一些特点。如联邦非法移民教育政策随着移民政策的变化而摇摆,非法移民的高等教育权利缺少保障,联邦与州之间存在分歧。从政治博弈的角度分析,这与美国选举政治密不可分。为了实现各自的政治目的,两党在博弈的过程中需要考虑国内公民的教育利益诉求、国内合法移民群体的诉求等博弈信息,并依据博弈信息选择不同的博弈策略。两党内部的党派力量变化使得博弈双方的力量此消彼长,形成了不同的联邦非法移民教育政策。

Development of US Federal Educational Policy for Undocumented Immigrants: A Perspective of Political Game

Abstract:
In the wake of a series of anti-immigration policies of the Trump administration, the issue of federal educational policy for undocumented immigrants in the US has once again become a hot topic. This historic issue has highlighted some characteristics: federal educational policy for undocumented immigrants sways with the immigration policy; the protection of higher education rights for undocumented immigrants is lacking, and there were differences between the states and the federal government. From the perspective of political game, this is inseparable from the American electoral politics. In order to achieve their respective political goals, the two parties need to consider the game information such as the educational interest demands of domestic citizens and the demands of legal immigrant groups, and choose different game strategies according to the game information. The power of both sides of the game is shifting with the changes in the partisan powers within the two parties, thus forming different federal undocumented immigration education policies.
