我国教育扶贫政策的成就、反思与展望--[在线阅读]

摘要
目前我国已形成了具有中国特色的教育扶贫政策体系,其在推进优先化、内在蕴意丰富化、执行机制特色化、实施效果显著化方面取得了重要成就。然而,当前教育扶贫政策中仍存在着理念偏重经济思维,系统联合有需加强;内容侧重基础领域,均衡施力亟待完善;保障重视行政导向,法治约束仍需加强;评估侧重模糊描述,科学评价有待完善等问题。着眼未来,国家要立足扶贫大格局,增强教育扶贫政策可持续性;攻克教育扶贫短板,与时俱进释放改革红利;加快教育扶贫立法,完善同频共振的监督约束机制;引导政策调适优化,构建教育扶贫成效评价体系。

China's Education Poverty Alleviation Policies: Achievements, Reflections and Prospects

Abstract:
At present, China has developed an educational poverty alleviation policy system with Chinese characteristics, which has made great achievements in promotion priority, connotation enrichment, specialized implementation mechanism, and has brought about distinctive changes. However, there are still some problems, such as giving undue emphasis to economic thinking, while the system integration needs to be strengthened; laying particular stress on the basic areas, while there is an urgent need for a balanced effort; guarantee being made mainly by administrative guidance, while the rule of law needs further strengthening; evaluation being made through fuzzy description, while scientific evaluation needs to be improved. With a view to the future, the state should have a big picture of poverty alleviation and enhance the sustainability of education poverty alleviation policies; overcome shortcomings in poverty alleviation through education, keep pace with the times and release the reform dividend; speed up the legislation on poverty alleviation through education and improve the unified supervision and restriction mechanism; guide the adjustment and optimization of policies and build an evaluation system for the effectiveness of education in poverty alleviation.
