职业教育项目制中竞争机制的限度及其超越——基于政府治理的视角--[在线阅读]

摘要
职业教育项目制是政府财政项目制的延伸,主要是为解决职业教育改革与发展中的某一(些)特定问题,在常规职业教育支出之外,政府以专项资金的形式对职业教育资源进行重新配置的一种制度模式。职业教育项目制对职业教育治理起到了重要的助推作用,但是其运行过程中竞争机制的有限性却在很大程度上阻碍了“项目”的引领、协调和吸附作用。建构基于市场竞争机制的职业教育项目制治理路径,其基本思路应该是将生源纳入评选指标体系,完善职业教育项目制的遴选机制;建构间接拨款机制,促使职业院校依赖竞争获得资金;培育职业院校主体自觉,规避项目申报中的机会主义;继续深入推进第三方评估机制,在项目评估环节吸纳市场主体。

Limitation of Competition Mechanism in Vocational Education Project System and its Breakthrough: A Perspective of Governance

Abstract:
Vocational education project system is an extension of government financial project system. It is primarily an institutional pattern through which the government reallocates vocational education resources in the form of special funds in addition to regular vocational education expenditure in order to solve a specific problem (s) in the reform and development of vocational education. Project system plays an important role in promoting the governance of vocational education, but the limitation of the competition mechanism in its operation hinders the leading, coordinating and absorbing function of the “project” to a great extent. The following approaches is suggested for the governance of vocational education through project system based on market competition mechanism: improving the selection mechanism by including the students' background into the evaluation index system; setting up an indirect funding mechanism through which vocational colleges compete for funds; generating initiative from vocational colleges so as to avoid opportunism in project application; carrying out further third-party evaluation mechanism to attract market players in the project evaluation process.
