摘要
园长准入制度是高素质园长队伍建设的重要基础和前提。我国香港地区建立了一套科学和规范的园长准入制度:在资格审核方面,有着缺一不可的“学历+教学经验+培训”申请条件、规范的申请程序和严格的审查机制;在遴选方面,有着结构多元的遴选委员会、园长领导力和品德并重的遴选标准和“弹性化”的十项程序;在聘任方面,有着“推荐—提名—聘用—签约”的聘任程序。香港地区的园长准入制度,对当前大陆地区建立园长准入制度,提升园长专业化水平具有重要的启示意义。

Admission System for Preschool Principals in Hong Kong: its Characteristics and Inspiration

Abstract:
The admission system for preschool principals is the foundation of building a quality preschool principal force.Hong Kong has set up a set of scientific and standardized admission system for principals.In terms of qualification examination,there are candidacy requirements of "academic qualifications-teaching experience-training," non dispensable; standardized application procedure and stringent examination mechanism. In terms of selection,there is a multi-structural selection committee; selection criteria that pays equal attention to leadership and moral character; and a ten-step procedure of "flexibility." In terms of appointment,there is an appointment procedure of "recommendation-nomination-appointment-signing of contract." The admission system for principals in Hong Kong is of great value to mainland China.
