美国乡村教师队伍建设的现实困境与应对策略--[在线阅读]

摘要
发展乡村教育是推进现代化进程中不可避免的重要环节,美国教育现代化建设虽走在世界前列,但乡村教育仍面临诸如生存境遇较差,乡村教师群体流失;师资来源不均,乡村教师结构失衡;专业发展受阻,乡村教师素质不佳等发展瓶颈。为保障乡村教师队伍的合理稳定,美国联邦政府和各州共同致力于乡村教师队伍的建设,国家激励统筹,加大资金支持,给予政策保障,提高乡村教师待遇;地方针对落实,创办特色项目,培养家乡教师,优化乡村教师结构;学校灵活践行,加强自身建设,扩充职后培训,提升乡村教师素质,形成了国家、各州、学校三级一体的应对策略。美国乡村教师队伍建设成功经验对我国提供了若干启示。

Construction of a Rural Teacher Team in America: Predicaments and Solutions

Abstract:
Developing rural education is an inevitable step in promoting modernization. Though at the forefront of the world in education modernization, America still hits bottlenecks in rural education, such as the loss of teachers due to poor living conditions; the unbalanced teacher structure due to uneven distribution of teacher sources; and unsatisfactory teacher quality due to less professional development. In order to sustain a stable and balanced team of rural teachers, the federal and state governments are committed to its construction. Their success could be of some value to our work. 1) The federal government encourages overall planning, offer both financial and policy support to improve conditions and pay for rural teachers; 2) the state and local governments implement specific measures, such as starting featured programs and training local teachers to optimize the structure of rural teachers; 3) the schools are flexible in their practice to strengthen themselves, post-service training are widely used to improve teacher quality. An integrated three-level mechanism is thus formed.
