摘要
全球化背景下各国产业结构转型与升级速度不断加快,为了培养助力新西兰经济高质量发展的技术技能人才,自1992年11月起新西兰各行业自发组建行业培训组织(ITOs)。行业培训组织(ITOs)是政府认可、行业所有的实体组织,在促进学员工作场所学习方面发挥着关键作用,尤其推动了行业主导、雇主深度参与的新西兰职业教育与培训模式的构建。通过分析行业培训组织(ITOs)的定位、特色与支持机制,对我国行业企业深度参与职业教育与培训有一定的启发和借鉴意义,表现在:突出雇主主体地位、行业标准与职业资格建设、法律法规体系完善、组建行业培训联盟、关注受训者基本能力培养等方面。

A Study on Industry-dominated and Employer-Involved New Zealand Vocational Education and Training Models——Take Industry Training Organizations (ITOs) as an Example

Abstract:
In the context of globalization, every country has sped up its industrial restructuring and upgrading. In order to train skilled technical personnel to help the high-quality development of New Zealand economy, New Zealand's various industries have set up Industry Training Organizations (ITOs) on their own initiative since November 1992. ITOs are government-recognized and industry-owned entity organizations, which play a key role in promoting trainees' workplace learning, especially in promoting the construction of New Zealand's vocational education and training models, which are dominated by industries and with employers deeply involved.By analyzing ITOs' orientation, characteristics and supporting mechanisms, this paper attempts to offer some reference for China's enterprises in various industries to participate in vocational education and training, which is manifested in the following aspects:highlighting the dominant position of employers, establishing industry standards and professional qualifications, perfecting the system of laws and regulations, forming training alliances for the industry, and paying attention to the training of basic abilities etc.
