教育权利与个人能力的双重发展:巴西教育扶贫透视--[在线阅读]

摘要
近年来,巴西形成了涵盖教育内容体系、教育经费、学生资助以及专项教育发展战略的教育扶贫体系,推出了大型系列行动方案,如助学金计划(Bolsa Escola)与家庭津贴计划(Bolsa Familia)、基础教育与教学改进基金(FUNDEF)和基础教育与教师发展基金(FUNDEB)、国家技术和就业培训项目(PRONATEC)以及免费校车计划等。实施专项行动方案,加强质量监控,强化教师队伍建设以及政策创新等重要经验表明巴西教育扶贫注重赋予贫困人群受教育权利和提升发展能力的双重进步。巴西教育扶贫经验对我国的启示包括注重教育基础,发展适合贫困人群的教育类型和内容,以持续性财政政策支持贫困人群受教育的权利以及完善教育扶贫质量标准,全方位提高我国教育扶贫的服务水平。

Developing Rights to Education and Individual Ability: Review on Brazil's Education Poverty Alleviation Movements

Abstract:
In recent years, Brazil has developed an education poverty alleviation system that covers education content, education funds, student financial assistance, and special education development strategy. Brazil also has launched a series of large-scale education poverty alleviation programs such as Bolsa Escola, Bolsa Familia, FUNDEF, FUNDEB, PRONATEC and a free bus plan. The Brazilian experience in implementing special action plans, in enhancing quality control and teacher team building and in policy innovation, emphasizes giving poverty people both rights to education and individual ability for further development. Lessons for China include paying more attention to basic education, developing the types and contents of education suitable for the poor, supporting the right of the poor to receive education with continuous fiscal policies and improving the quality standard of poverty alleviation.
