我国面向农村的教师援助现状及其成效分析--[在线阅读]

摘要
面向农村的教师援助,即有计划地安排教师和其他社会成员到农村学校进行长期或短期教育教学的专门活动,也是我国社会主义国家特有的平等、互助以及共享精神在教育领域最鲜明的社会实践;已形成社会各部门、教育系统、社会公益类以及个体志愿者四大类教师援助格局,建立起多渠道农村教师援助的网络。我国农村教师援助具有教师类型多样、以青年为主体,政治动员力强,中央层面倡导的教师援助效果更显著等特点,其对于补充农村教师数量、提升教育教学质量,对于其他教育资源进入农村,对于乡村振兴、精准扶贫、大学生就业等具有多重效应,但也存在缺乏统筹、政策衔接不足带来的教师援助冲突、难以派出优秀教师等问题;建议加强顶层设计、打通公益组织援助与政府援助的界限,淡化区域内援助、建立全国范围的支教志愿者网络,活用退休政策,以吸引成熟型和骨干教师参与。

Status Quo of Teacher Assistance to Rural Areas in China and its Effectiveness Analysis

Abstract:
Teacher assistance to rural areas refers to the planned arrangement of teachers and other members of society to rural schools for specialized activities such as long-term or short-term education or teaching. It is also the most distinctive social practice in the field of education embodying China's socialist spirit of equality, mutual assistance and sharing. The four categories of teacher assistance are various parts of society, educational system, social welfare and individual volunteers. A multi-channel rural teacher assistance network has been set up. China's teacher assistance to rural areas has featured diverse types of teachers, youth as the main body, strong political mobilization at the central level. It has multiple effects on supplementing the number of rural teachers and improving the quality of education and teaching; on other educational resources entering the rural areas; on rural revitalization, targeted poverty alleviation through education, and employment of college students. However, there are also problems, such as lack of coordination and insufficient policy coherence, leading to teacher assistance conflict and difficulty in sending out excellent teachers. It is proposed to strengthen top-level design, open up the boundaries of public welfare organization assistance and government assistance, dilute intra-region assistance, establish a nationwide network of teaching volunteers, and make flexible use of retirement policies, so as to attract mature and key teachers to participate.
